Abstract


Theoretical achievements on Sinicization of Marxism contains rich rural construction theory. In the new period and the new stage, the party and the government put forward the construction of rural community in order to promote the rural economy, society, culture all-round development and the construction of socialist new countryside. Construction of rural communities for the construction of socialist new countryside, strengthening rural community public service, speeding up the formation of new pattern of urban and rural integration and promoting economy sustainable and healthy development has great significance, is a benefit of the great project for millions of farmers.The rural community construction mainly undergone the pilot stage, the spontaneous experimental and comprehensively promote stage. At various stages of developing rural community construction, Pilot areas pay attention to play party-government leading role and farmers’main body functions, and start from farmers and the rural reality by the innovation of community management system and enhancing community service functions as the main task. By exploring rural community settings form, strengthening infrastructure and community public service facilities and integrating of resources and expanding the social participation and other measures, Pilot areas explore many effective practices for promoting rural community construction and accumulate rich experience.The current problems of the rural construction community is mainly manifested in the weak development foundation, the poor preparation of basic unit government, the farmers limited participate. The work of promoting rural community construction should has the following several aspects: In organization, it should straighten out the relations of rural community township government and village committee, and the relationship between the villagers’ committees and rural collective economic organizations; In system construction, it should further perfect rural community public service system, establish the network society participation mechanism, formulate relevant regulations of rural community construction policy; In the economic support, it should change means of agricultural production to speed up the rural economic, and increase financial investment to perfect the government multiple input mechanism; In rural community culture construction, it should actively cultivate the local culture to construct rural community culture interest demand system, and effectively promote rural community construction work public opinion guide by developing rural culture enterprise. Finally, it should strengthen the construction of rural community talent team through improving quality, develop rural villagers member of community practical technical personnel, speed up the rural social work talent team construction and cultivating volunteer organization development.
