Abstract


Networking of information has become the main features in recent years by popularity of internet and maturation of network technologies. The work, study and living of people are depending on computers and internet more and more. Lots of electronic records were produced in consequence. Security management of electronic record has become the nuclear problem based on the feature of electronic record.Government is the former of electronic record and maker of relevant strategy, law and policy. Our government has many problems on the safety management of electronic record: behindhand concept; lack of planning; inadequate laws and regulations; lack of advanced methods and so on. This paper will introduce some country’s measures of security management, such as America, Australia to provide some commonness of measures of security management about electronic record: The first, the government should treat electronic record’s management as the important content of governance and responsibility in information age and bring it into construction of national E-Government. The second, the government should ensure the authenticity of electronic record, long-term preservation and public usage. The third, the government should regulate functional demand of managerial system about electronic record and ensure that this demand will be treated as a key of evidential role about electronic record. The fourth, the government should construct management of electronic record and service network via a center of the National Archives. The last, the government should impel management of electronic record from policies, standards, technology, operations and other aspects.In the end, this paper will provide some advices and measures based on summarizing advanced experience of foreign countries: establishing macro programming of management about government’s electronic record; consummating standard system of management about government’s electronic record; regulating managerial system of electronic record about government; reinforcing security management of electronic record about government; regarding and expediting the train of professional staff.
