Abstract


Archival work , the ultimate goal is to take advantage of , that is, the archives utilization . The first thing to do if you want to take advantage of the file in the file open . Become the development trend of the archives using public while China is undergoing a democratization of the political , social information as well as administrative file open . So the file open , can be said is a major theme of the archival work in the 21st century , the development of the various national archives utilizing trend is to increase the file open . The file open policy has become the practice of community and the common concern of the theorists hotspot . This article discussed from a historical perspective , the historical evolution of the file open-door policy in China . The historical evolution divided into three parts , from China in 1980 the formal establishment of the open-door policy file - open historical archives , experienced after the introduction of the laws and regulations of the file open , that with the government information under the Public facing the impact of the file open . Which involves the study of the basic theory of the file open , the legal issues in the file open , and open files in each period problems and coping strategies . Discussed in the first part of the process open the historical archives policy the formation background ; open historical archives ; open historical archives of social work and the use of the file . In the second part of the file open policy of legalization flag ; file characteristics of the open-door policy in the new era , the use of effects, and the problem exists in legislation . In the third part discusses open the file under the Chinese government information disclosure policies; government information disclosure , and the difference between open archival information contact , as well as in the context of government information disclosure problems and coping strategies .
