Abstract


China is undergoing social transition , along with the rapid development of the economy and a general increase in the standard of living of the people . At the same time , the income gap is widening , and the activities of charitable organizations play an important role in the maintenance of social justice, protection of human rights , and to promote social progress and harmonious development . The Chinese government on the management of charitable organizations is a fundamental guarantee for the healthy development of philanthropy . Charitable organizations of the Chinese government has achieved initial success , but also far behind the level of economic development . Due to inadequate laws and regulations , the Authority becomes vacant, the lack of assessment and feedback , a self-regulatory mechanism deletion of a small number of charitable organizations , low credibility , fund-raising ability , self-construction behind the lack of professionals . This article learn from the advanced experience of the charitable organization and management of the U.S. government , asked the Chinese government to further improve the management of charitable organizations countermeasures . Build a strict legal and policy system , the establishment of the system of tax incentives , and perfect the supervision system , improve assessment and feedback mechanisms , and promote the construction of a self-regulatory mechanism and strengthen the professional personnel training .
