Abstract


With the deepening of China's reform of the administrative system, government performance evaluation system has improved steadily. Citizen participation in government performance evaluation to promote the role of the government information disclosure, honest government role in promoting citizen participation in government performance evaluation allows us to create a harmonious society has taken a solid step. The new public management theory, the introduction of a new public service theory to the assessment of government performance. New Public Management and the new public service theory require public management from a single steering yuan, which will allow the government is no longer the only subject of public administration, the government's management philosophy, structure and operation will change accordingly, the government will be more cooperation between the focus on the public, respect the wishes of the people-oriented public interest, the development of public-governmental organizations and public policy center, stressed that the Government on behalf of the public interest, the emphasis on public participation, emphasis on government information and public policy openness to achieve social justice and social equity. Participation in such a practical and theoretical background, the citizens of this paper, \citizen participation in the assessment. This paper is divided into seven parts. The first part is the introduction. Thesis research background and significance of research, research ideas and research methods to study the contents of the frame structure, and innovation of this paper; second part is a literature review of citizen participation in local government performance evaluation. Existing literature from both foreign and domestic the combing and comments: The third part is the theoretical basis for citizen participation in local government performance evaluation and basic connotation. Three theoretical basis for citizen participation and basic connotation; fourth part of our citizens to participate in the assessment of local government performance and restrictive factors. Citizen participation motives and constraints; fifth part of our citizens to participate in the assessment of local government performance status, characteristics and scope. Investigated the status of citizen participation in local government performance evaluation, summed up the three characteristics of the performance evaluation of our citizens to participate in local government, illustrates the breadth and depth of our citizens to participate in the performance evaluation of local government; sixth part of our citizens to participate in local government performance evaluation the realization of the path. From proposed the corresponding countermeasures and suggestions to enhance the quality and ability of citizens to participate in local government performance assessment, and create a good environment of citizens to participate in the assessment of local government performance, improve citizen participation in local government performance evaluation system to protect the three aspects; Part VII Conclusion and to be further explored. Innovation of this paper is mainly reflected in three aspects: First, the analysis of the motivation of our citizens to participate in the assessment of local government performance and its constraints; Second, to define the scope of our citizens to participate in local government performance assessment; Third, note that our citizens to participate in realization of local government performance evaluation path.
