Abstract


The party's congress proposed to improve the strategic task of the national cultural soft power . In 2009, the State Council passed the \After the international financial crisis , Guangzhou facing economic restructuring , an urgent requirement to build a modern industrial system , to establish cultural industries pillar position is the inevitable choice . The government has an indispensable and irreplaceable role in the development of cultural industries . Guangzhou cultural industries still exist macro-management system lags behind , the cultural market is not standardized , small-scale micro-economic organizations , cultural industry policy is not complete and other issues need government finance, taxation, finance , intellectual property and a series of policy of strong support . Selected \\Therefore, only build a scientific and rational system of public policy mechanisms , in order to effectively improve the innovation capacity of government policies .
