Abstract


For encourage independent innovation, promote science and technology development, and promote innovative country construction is a major strategic development of our country. Management of Technology Innovation Fund, is a important part to enhance ability of scientific and technological innovation, promote enterprises to adjust and optimize industrial structure. Currently, the establishment of security, stability, high property, across-platform, across-system, based on across-application data exchange platform, is an important basic work of a District Technology Innovation Fund. on the District Technology Innovation Fund management information system there is an urgent need.This author, based on extensive research, in-depth analysis of the Technology Innovation Fund of the development status, trends and heterogeneous database connectivity strategy, and described the proposed district-level XML-based management system and technology innovation fund data exchange between heterogeneous database systems Models and Methods of design. Construction details of collection and dissemination of information, directory services, business processing, database and other functional modules and information security management systems make an important discussion. Construction of the framework in J2EE software design and implementation of data exchange using XML language and the key technology, rich features many functional modules, the system has a very good cross-platform and portability features associated with commissioned with the District Council Electronic government information system data exchange.In this paper, to establish security, stability, across-platform, across-system, across-platform applications based on data exchange to has made progress, and effectively promote the information technology management and e-govemment system construction of district.
