Abstract


As an important part of urban emergency response system, the police command center is for handling all kinds of emergencies and rescues. Since urbanization process becomes faster and urban population is increasing, the emergencies and rescues are increasing too. The information construction for the police command center is most pressing matter of the moment, especially for busy alarm and command work flows. The alarm and command agent system is coming for that.The alarm and command agent system provide collection and analysis of alarm information for the police command center. Operators of the center can use this system to publish alarm information, publish early warning information, make plans of emergency actions, dispatch police resource, receive and send feedback information, and put cases information into the archives, etc. Meanwhile, in order to make the work more effective, the system should connect to external system like GIS, and that will be the difficult part in our development.In the beginning of the article, I introduced the related technologies for the alarm and command agent system. Those are Computer Telephony Integration, Private Branch Exchange and Automatic Call Distribution; Oracle database and Data Transfer Object.Then this paper provides the description of requirement analysis of the system. The analysis is based on actual needs detail business process of the command center. With the analysis, I found a general solution for the police command centers and create a software requirement specification for the system. In order to describe the requirements and the relationship of the actors, I used UML use case diagrams. The requirements is divided into seven function modules: login function module, alarm function module, dispatch function module, feedback function module, incident function module, assistant function module, and query function module. I used the flow charts to describe the main process of those function modules.After the requirement analysis, the article presents implement of the system architecture and functions. First, I made a plan of the system network and a graph for it. I also studied Private Branch Exchange and Communication Server, etc. The software system architecture is layered architecture, and there are user interface layer, business service layer and business model layer. I explained the design of the layers via class diagram. Meanwhile, the article includes the detailed description of implement of some main functions, such as alarm function; the design and implement of the dictionary tables and the interface for Geographic Information System.At last, the article describes the testing methods and provides testing data of this system in real use, and the analysis and conclusions from it. The case of Kunshan emergency command center shows a practice approach for the article. I got many experiences from that case. According to the feedback from the users, I also found some advantages and disadvantages of the system. In the conclusion, I mentioned some improvements for the system that should be represented in the next stage. I also forecast the future change of my subject in two facets, between technology and business.
