Abstract

Our country’s economy was in a period of development with a high speed.At the same time,the science and technologs was made great progress. Even in the background of globe financial crisis,people’s living standard also improved. It’s a time with varions social problems, many incidents which invade people’s rights often oclur. Tt’s a crucial and sensitive time. We should adwcate and practice the spirits of "human-oriented" protect people’s basic rights, that’s the echo of time and need of time. Tt become more important in the time of globe financial crisis.The police office was the important power in iceeping the stablement of society. It was necessary for the police to carry out the spirits of "human oriented". In enforcing the law. the passage expound the connotation of the spirits of "human oriented"from four aspects. To find out the problems in enforcing the law. And that’s help the police office do their jobs more properly.The first part of the passage introduced the connotation and historical tracks The spirits of "human oriented" is not a new idea, tt has the-history of culture and immensed with our antecedent’s mind. This part trace back several famous ideologists and phiolvsphers and their viewpaints about this spirit. The passage also. Analyse the conneltion and differences between the ancient ideas with the western thoughts. So we can have a more accurate comprehension.The second part is mainly concerns about the important significance of the spirit of "human-oriented"when the police office enforce the law The passage analyse ang expound the significance from six different angles. Realize the importance and emevyency of the spirits of "human-oriented" in the administration. It was also the precondition of the practice and the purpose of the passage.The third part summarize the matters and phenomeons which exisited in the implement of the spirits of "human-oriented" from nine different aspects. At the same time, this part analyse the reason of the problems from subjective. Objective and tradditional effects. Theauthor want to find out the real reason of it and reslove the problems.The fourth part of the passage think about how to practive the spirits of people in the administration of police and come out the suggestion and solutions. It mainly from these aspects to correct the mind of administration. Innovute the work mechanism. Restrict the administration of outs. Strength the supenision. It give out many suggestions from those four aspects.
