Abstract


January 8, 2006 , the State Council officially issued a \local agencies and expert groups , including offices emergency Office running hub of the entire system of emergency response organizations . However , due to the emergency office in our new public crisis management department , its functions in the set are not clear enough and perfect , resulting in actual emergency management work such as terms of prevarication and lack of coordination . Therefore, the thesis of the provincial emergency office functions of the research object, the basis of a government crisis management theory and the theory of local government , part of the emergency response organizations at home and abroad , combined with the specific functions of the operation , theoretically clarify proposed China 's provincial emergency office functions should have .
