Abstract

Public policy is an important tool for the government to solve public problems, the implementation of the public administration, to promote the public welfare, national long-term development and long-term stability. Public policy as a dynamic process, policy implementation is the practice of the central link of the government's public management activities, the direct process of policy objectives are achieved. Effectiveness of policy implementation, the matter of the credibility of the government, is related to the comprehensive economic and social development and progress. In recent years, the international economic situation is changing constantly encounter new problems in the domestic political, economic and social development, people gradually found that many problems are not a lack of scientific and rational policy, but the lack of a comprehensive and effective implementation of How to prevent the implementation of policies hinder the problem, thereby enhancing the effectiveness of the implementation of policies to become academics and politicians to face the major theoretical and practical issues. China as a centralized state, public policy needs to carry out and implement the local government directly. But in the process of local government the actual carrying out of public policy, there has been some obstacles to the effective implementation of the impact of public policy. Profound analysis of the various causes produce policy implementation obstacles which actual policy itself and local differences, but also internal factors of the current administrative system is more important to local governments based on their own interests to carry out the interests of the game, so that public policy not timely, strictly implement the result in obstruction of the normal execution of public policy. Summarized in the interests of the game in all its manifestations, analysis of the root causes of the induced local interests, caused by the implementation of policies hinder the local interests of the game to circumvent the proposal is conducive to properly guide the interests of the local government, positive and effective implementation of public policy. This article aims to previous studies based on the combination of the author as the personal experience of the implementation of policies by local governments, Deep Analysis of the obstacles in the implementation of policies of the local government, focused, and pointed out that the interests of the root causes caused by obstruction of the implementation of the policy of the local government analysis of the nature of the various interests of the game of local government performance and induce root causes, from the perspective of the integration of interests to explore effective path to eliminate local government policy implementation obstacles, strive to out of the fetters of ineffective policy implementation, in order to perform system of local government policy from whatever role. Meanwhile, we hope that more experts and scholars to explore this issue in depth, and executives at all levels and sectors of the community to pay more attention to this problem. Paper is divided into four chapters: Chapter 1 Introduction on the basis of analysis of the background, meaning and Summary of domestic and foreign research proposed path and method of the full text of the study design, as the logical starting point of this study and analysis of ideas for guidance problem analysis and solving discussion on countermeasures. The second chapter analyzes the obstacles in the implementation of policies of local governments and its adverse impact on proposed local interests are important causes produce hinder the implementation of policies. The third chapter analyzes the interests of local governments, the nature of the game performance and induce roots. Chapter from the perspective of the integration of interests to explore an effective way to eliminate the local government implementation of policies hinder, proposed to establish and perfect the mechanism of the balance of interests, the scientific division of the property rights of the central and local powers, strengthen the construction of administrative ethics, establish a reasonable performance evaluation mechanism to strengthen strong oversight mechanisms and other measures recommended.
