Abstract


Democracy is not only one of the“Four-in-one”destination of our country’s socialist modernization, but also the important political factor and institutional guarantee of the harmonious society. In the peace and development new country,make great efforts on carrying the political system reform forward, and contribute an well developed country on democracy and politics, have been concentrated on by the CPC unremittingly. As the inner-requirement of the socialist democratic politics’contribution which related to the success of the CPC and its career, inner-Party democracy is not only a basic system in our party’s political life, but also the life of the CPC. The development of the inner-party must be the breakthrough of the development of the country; and perfecting party congress system must be the breakthrough of the development of the inner-party; and perfecting the permanent system of party congress must be the breakthrough of the development of the party congress system, which are decided by the core standing and the leading factor in democratic politics’development of the CPC in the country’s political life. Give play to the proper functions of the organs of inner-party power、executive organs and supervisory organs of party congress system,which is just an effective way to carry forward inner-party democracy and promote the contribution of the party’s ruling ability.Till now,the reason why party congress hasn’t brought into Play its function is that views on the essence of party congress system are not right and the running way of the system of party congress is imperfection. The thesis elaborated the inner-party power’s giving and receiving at all levels, by analyzing the form of representative democracy in the Congress, entrusted with the power entrusted to giving and receiving relationship, Congress has the supreme authority to fulfill the terms of the role, revealing National Congress Party should be and must be the party’s highest authority and the fundamental nature of this important position.By reviewing the history of party congress system,the author found out that although Marxist Classical writers have formed some constructive ideas to the contribution of the party congress system,but they are neither mature nor all-round enough and the design of the party congress system is not perfect enough either;the theoretical circle’s research on the question is still in an embryonic stage with different points lacking of systematic study. Till the year 1988,the experiment of the permanent system of the party congress has been carried out in some organization and the CPC has achieved a lot, which has offered some useful experiment achievements for the contribution to the system of party congress. But because of the insufficient theoretical preparation, the experiment has limited by the old system and original interest group,and the contributions of some experiment are remain stagnant without put forward. In this paper, the experiment of the permanent system of party congress’s achievements, problems and obstacles facing the prerequisite for the experience and reform backing,the thesis analyzed the problem that the system of party congress had and pointed out the great significant by perfecting the system of party congress,and referring to the theoretical circle’s achievement, the thesis explored the rebuilding form of the party’s power system,put forward an concrete plan to innovate and perfect the system of party congress,made further efforts on perfecting the electoral system,put forward some proposals on how to perfect the running way of the party’s power and the operate standard which is very important to the system of party congress.
