Abstract


National Laboratory in China is new , it is based on a major national strategic demand -oriented focus on leading the related industries of the national economy overall breakthrough in the field of major national basic research , strategic high technology and system integration technology research , multidisciplinary fusion of world-class integrated national research experimental base . National Laboratory as a high level of national research base , at the core of the innovation system is a national organization a high level of basic research , pre-competitive strategic high-tech research , the core strength of the original research , knowledge innovation , technological innovation , and innovation important carrier of the type of personnel training , efficient configuration , an important means of the integration of scientific and technological resources of the whole society , the backbone to participate in international competition . The construction of China 's National Laboratory has just started in-depth study of the management system and operation mechanism of national laboratory , helps to absorb foreign advanced management experience , and a management model suitable for China's national conditions and operational mechanism , to further promote the construction of our national laboratories and effective operation. The first national laboratory concept definition, pointed out that the positioning and the role of the national laboratories in the national innovation system , discusses the current construction of the overall situation of the national laboratories , and summed up the characteristics of its construction . Based on longitudinal comparison of the current National Laboratory management and operational management of the status quo and the State Key Laboratory of running , the institutional mechanisms of the China 's National Laboratory and the U.S. National Laboratory further horizontal comparison study , learn and absorb foreign experience , according to the specific situation of China , and combined with the existing theoretical and practical research , summed up the running and management of our national laboratories beneficial revelation principle . Finally, the construction , operation and management of rail transit National Laboratory (chips) as a case analysis , specifically to build a rail transit National Laboratory management system , organizational structure and operational mechanism , and made ??several propulsion measures and recommendations , to pair the construction of our national laboratories to provide references .
