Abstract


The basic transferring pension predicament seriously damaged the interests of the basic old-age insurance, pension insurance , and become the focal point within the field of social security . The basis of previous studies , the introduction of welfare rigid and pointed out that \metastasis-associated preferences and basic old-age insurance policy background , the local governments to protect local interests , the introduction of a series of basic old-age insurance transfer restrictions and make the transfer of basic pension insurance Difficulty . The introduction of the New Deal , require not only the transfer of personal account fund transfer processes in the basic old-age insurance , the need to transfer the social pool , and coordination of the interests of the relationship between local , but the basic pension insurance into facing the problem of excessive financial pressure , due to the benefits the rigidity of the existence of the problem may be re - cause the transfer of the plight of the occurrence of the basic old-age insurance . To resolve the plight of China's basic old-age insurance transfer , this article is based on a the welfare rigid perspective , by the increase in basic pension insurance fund collection efforts , improve the management level of the Basic Pension Insurance Fund , to increase the Basic Pension Insurance Fund Investment income and other initiatives to improve transfer of existing basic pension insurance system , weakening the welfare rigid adversely affected ; eventual national co-ordination from the fundamental solution to the problem by accelerating the reform progress .
