Abstract


According to the National Bureau of Statistics population sample survey data, In 1998,the country’s aging factor had reached 7.43%,so our country entered the old-age countries camp and the old population in rural areas accounting for about 75% of the old population. At the end of 2006, the old population over 60 in Hebei province had reached 8.1 million, which accounted for 11.4% of total population in Hebei province and the average annual growth rate of the total old-age population in Hebei was about 3%. With intensify of the aging problem, the rural old-age problem was prominent. In 2009, the new rural social endowment insurance evolved in 10% counties of China, so researching rural social endowment insurance had both theoretical and practical significance. Passage hopes by researching rural social endowment insurance in Hebei province can promote the new rural social endowment insurance and provide more recommendations to solve problems of farmers pension and the aging of population. Passage uses so many research methods such as literature method、comparative study method、empirical analysis、historical analyses、theory with practical ways to make passage more scientific. By researching several typical patterns of rural old-age insurance out of Hebei province and analyzing status of the rural social endowment insurance in Hebei province, passage indicates problems of rural old-age insurance in Hebei province from the perspective of economics and sociology and analyzes causes of the problems. From various kinds of angles such as policy framework set、government financial support、social promotion、supervision of funds and so on, passage Proposes approach to solve the problem of rural social pension insurance in Hebei province and points out that one of the social problems is not incorporated the traditional family and cultural factors with the rural old-age insurance policy system of Hebei. At last, passage proposes measures to solve problems from views of the academic and government. Passage studies Hebei should Seize the opportunity and close with the government policy so as to perfect the rural pension insurance system of Hebei; Hebei should learn successful experiences from the other provinces and establish a sound financial support system as well as a fund supervision system. Passage points out that Hebei should pay attention to social problems of rural social endowment insurance and seek solution roads from the academic and social. Hebei should use the idea of local conditions to solve problems of the rural social old-age insurance around Hebei. Starting from how to improve the pension treatment, different places of Hebei should advance the development and improvement of rural old-age insurance according to their financial situation. Passage is divided into seven chapters and includes seven parts. The first part is introduction. This part introduces legislative background and research significance as well as domestic and international research situation. This part points out research methods and technical line along with innovations of this passage. At the same time, this part defines the relevant concepts. The second part is related theories. This part conducts a study on the basic theory of welfare economics and Keynes’s theory of social demand as well as redistribution of national income theory and public finance theory. The third part is comparative study on domestic rural old-age insurance. This part selects Daxing district in Beijing and Mudan district in He Ze as well as Tongjiang county in Bazhong as the object of study. By researching excellent model of rural social pension insurance out of Hebei and comparing with the current situation of Hebei, passage comes to experience in improving the rural social old-age insurance in Hebei province. The fourth part analyzes the situation of rural endowment insurance in Hebei Province. This part presents the development and current situation of the rural social endowment insurance system of Hebei province and analyzes the implementation of the rural old-age insurance in Hebei province from viewpoints of development. The fifth part analyzes the problems of rural social endowment insurance in Hebei province from points of economics and sociology and analyzes the causes of the problems. The sixth part is the key point of passage, it points out suggestions to solve the problems of social issues and economic issues of the rural social endowment insurance in Hebei. The seventh part is conclusions. This part summarizes conclusions of the study paper and points out loopholes of the passage as well as two new study sites.
