Abstract

At present, China's rural financial reform into a new stage, most of the rural financial questions revolve around how to \However, the existing rural financial institutions are increasingly unable to meet the diverse needs of the \demand for loans and agricultural enterprises. Currently, foreign many developed micro-finance case, such as the Grameen Bank of Bangladesh Grameen the village credit department of the People's Bank of Indonesia, Bank of Bolivia sun, American Community Bank. These successful business case to our new rural financial institutions to enlightenment, at present, China's new-type rural financial institutions are still in the exploration stage of development, have been looking for reasonable development mode. In this context, the paper uses comparative analysis, system analysis, and statistical analysis method, based on the evolution of the in-depth study of the theory of the development of new rural financial institutions and its historical trajectory, learn from foreign experience in the successful model, to explore the current new-type rural financial the operating mechanism of the organization, from a theoretical and practical perspective to analyze the problems and the reasons for China's new-type rural financial institutions operating mechanism, the following conclusions (1) new rural financial institutions within non-formal system of financial institutions, was born in the rural financial market evolution developed under the premise, are induced institutional change; (2) the establishment of the new-type rural financial institutions effective mitigation insufficient supply of loans in rural areas, the current situation of absence of formal financial institutions services; (3) new rural financial institutions in the national policy Encouraged by booming development path of small loan companies and rural mutual cooperatives and village banks choose their own characteristics, and the emergence of a variety of operating modes; (4) Due to the lack of the legal system, the lack of social cognition, and new unreasonable organizational structure of financial institutions, China's new financial institutions there are restrictions on interest rates in the run, risk control and financing difficulties, the organization is unsound, improper supervision a variety of problems to be solved. Including financing dilemma is the most important factor restricting its development; (5) China's laws, policies and government support has a crucial role in solving the problems of the development of new financial institutions. This thesis is not only able to provide more comprehensive and detailed information of a new type of rural financial organization and research have good policy significance: first, to improve the construction of laws and regulations to create a good institutional support for the new rural financial organizations; compliance management, strengthen self-construction, good organizational environment for its development; Third, improve the regulatory system, operational risks, and to provide a favorable environment for its healthy and orderly development. I hope this thesis provide some inspiration for the new-type rural financial organizations achieve business sustainable development.
