Abstract


Since the implementation of the tax-sharing in 1994 , China has initially formed a fairly standard central fiscal transfer payment system of the provincial government , but the financial transfer payment system below the provincial construction is still in the exploratory stage . In 1996 , Guangdong reference central transfer payment method for the transition period of the local local realities , the introduction of the \With the development of the practice , Guangdong Province, in the fiscal transfer payment system building meaningful exploration , such as the introduction of incentives to establish incentive general transfer payments , and to explore the establishment of the lateral transfer payments and combined with the main functional areas planning to build eco- incentive transfer payment mechanisms, etc. , and achieved good results . However, subject to the system of external factors constraints, and the system 's own flaws and shortcomings , the provincial play the role of cities and counties in the financial transfer payment system has been limited. In this paper, the approach of using the historical method and the combination of theory and practice , Guangdong Province , the city and county financial transfer payment system are studied. First of related concepts to define the object of this paper , and research at home and abroad on the transfer payment system below the provincial status quo . Provincial fiscal transfer payment system theory , theory pave the way for full-text analysis to do . Then , a lateral transfer from the vertical transfer payments and pay two combing the context of the development of Guangdong Province, the city and county fiscal transfer payment system construction , summarizes the characteristics of the system construction . This article focuses on a review of the evolution of the system construction , operational effectiveness , Guangdong Province, the city and county fiscal transfer payment system inadequacies exist . Finally, based on the draw on the experience of the foreign transfer payment system run successfully , Guangdong Province, the actual situation from the point of view outside the system itself and the system put forward suggestions to improve the provincial cities and counties in fiscal transfer payment system .
