Abstract


New rural endowment insurance system is the farmer-friendly policy involved in the interests of a majority of the people, which is welcomed by the masses. It will promote the new rural pension insurance work continually in order to accelerate the establishment the social security system of urban and rural residents, eliminate the poverty of rural old-age, solve the problem that all elderly people are to be provided for, promote social harmony and stability, promote the building of new socialist countryside. For deepening the reform of the rural urban, making an overall plan of urban and rural social development, improving the institutional protection of a new socialist countryside, perfecting the social security system in our province, regulating and pushing forward the new social pension insurance steadily, achieving the full coverage of the provinces’target of the new rural pension insurance, the paper will analysis the new rural social pension insurance system in empirically and discuss the factors of impacting the rural social pension insurance and the status of the needs of farmer in Hebei Province from the perspective of farmers’needs. It will have a positive meaning on implementing the new rural social pension insurance in our province.This paper is divided into five parts:The first part is an introduction. It will introduce the background and significance of the research topics, research related results and then explain the research contents, the research ideas, research methods and the major innovation. Second part is the demand theory analyses of the rural social endowment insurance. First of all, it will introduce the demand situation in Hebei province, the development and change of the rural social endowment insurance system. Secondly, it will build the theoretical framework of this article, according to Maslow’s hierarchy of needs and ERG theroy. The third part is the design of the questionnaire. It will select 50 non-pilot counties in Hebei Province as the survey districts. It will elaborate the reason of the selection, design quality and results of the questionnaire. The fourth part is the empirical analysis as the demand of the rural social endowment insurance. This part study six aspects that consist the individual and family factors, views on pension issues, awareness of the new agricultural insurance, constraints factors, abilities to pay and the maximum accepted payment amount from the perspective of the needs of farmers and the two aspects both willingness and ability to pay. It will draw the conclusions:the characteristics of demand factors and the low actual demand. Then, it will analysis the reason. The fifth part is the conclusion. Based on empirical analyses’conclusions, it will give the measures and suggestions for making perfect the new rural social pension insurance system.However, there are many deficiencies in the theory research and empirical analyses due to the limited author’s academic standards and information. I Hope the paper can be improved with in-depth study in the future.
