Abstract


Rural social endowment insurance system is the main part of the rural social security system, directly related to the vital interests of hundreds of millions of peasants, is of great significance for the maintenance of social stability in rural areas to promote rural economic development and urbanization, the promotion of urban and rural fair. China's rural old-age insurance system to explore since 1986, has gone through more than 20 years, but the coverage of rural endowment insurance system is still narrow, the still low level of protection. The slow development of the root cause is the lack of government financial support. In September 2009, the State Council put forward in some areas, the pilot of the new rural social pension insurance system, the new farmer's insurance established personal accounts and basic pension system which combines mode, by the central government is responsible for the provision of basic pension, while local government also provide the appropriate payment subsidies, opened a new chapter in the construction of rural social endowment insurance system. The purpose of this paper is analyzed by the theory of government intervention in the rural social endowment insurance and foreign practice, demonstrate the need for government intervention and should bear the responsibility, and estimates of the effect of new agricultural insurance pilot financial subsidies, financial support for the new an empirical basis for the efforts of the agricultural insurance, eventually put forward countermeasures and suggestions to improve the government responsibility and financial security of the new agricultural insurance mechanism, in order to improve the rural social endowment insurance system to provide a reference ideas. Full text contents of the following chapters: The first chapter introduces the background and significance of the research, and the research status and synthesis; The second chapter analyzes the reasons for government intervention in the rural social endowment insurance, the liability of foreign rural social endowment Practice and Revelation of the insurance and financial support to the realistic basis of rural social endowment insurance; The third chapter reviews the history of rural social endowment insurance, the new farmer Paul were compared, and the implementation of the new agricultural insurance pilot and appear new problems; Chapter in Hebei Province, the use of individual pension account balance of payments actuarial model to calculate the the annual payment theoretical value of financial subsidies before and after the entry age, comparative analysis of Hebei Province, the 18 pilot counties (cities) financial subsidies effective payment capacity of the insured farmers, for financial support for the efforts of the new agricultural insurance provides an empirical basis; Chapter from the financing, management, fund operations, legal construction and related support measures to further improve the Suggestions of government responsibility and financial security of the new agricultural insurance mechanism.
