Abstract


After nearly two decades of development , China 's enterprise annuity system in terms of capital scale coverage have made ??considerable progress, the development of enterprise annuity plan , however , preached a state of extreme imbalance - covered enterprises concentrated in the power , energy , transportation , banking and other industries , the beneficiaries are mostly large and medium-sized state-owned enterprise employees , and large enterprises have strong economic strength and relatively mature management mode have a great relationship , but corporate the pension system itself , the lack of the system design for small and medium enterprises , is an important aspect can not be ignored . SMEs are the main force in creating jobs , unbalanced development of China 's enterprise annuity system to solve the coverage to the low side of the question , it must be as soon as possible to help SMEs build up their own pension plans , but also from the long-term development of the enterprise annuity system , the importance of small and medium enterprises can not be ignored , therefore , suitable for small and medium enterprises (SMEs) to explore annuity plan , not only help to improve the welfare and pension benefits of the employees of SMEs , more important to the overall development of the enterprise annuity system has important practical significance to promote give full play to the role of the second pillar of the old-age security . Firstly, by the plight of the development of SMEs annuity analyzed , and combined with the characteristics of the SMEs themselves proposed the SMEs collection enterprise annuity plan , then employer fatherly theory , savings alternative theory , theory of delayed payment of Maslow's hierarchy of needs theory and economies of scale and external economic theory -based design research , its mode of payment , corporate contributions and vested interests , account asset management and portability , and want to be able to have reference value to the development of the SME annuity recommendations .
