Using Foreign Direct Investment (FDI) has been a very significant strategy in the economic development of our country. FDI not only brought us a large amount of capital, but also brought us advanced technology, improved our produce effective, enlarged our profit, improved our industrial structure, and enriched our revenue. All in all, FDI not only drove the sustained economic development of China, but also changed the development method and improved the development quality of China’s economy.During the 30 years of reforming and opening, the economy of Hebei Province has developed rapidly and got remarkable achievement. However, Hebei’s industrial structure improved slowly, and it also moved slowly in introducing FDI, which, to some extent, restricted the whole development of Hebei economy. With the ceaseless changing circumstance of economy, the reformation of Hebei’s industrial structure is facing more and more new topics, for instance, how to speed up the introducing of FDI and how to increase the quality of FDI, and how to make a great use of FDI in improving the industrial structure of Hebei. And a profound study of these topics is very important for Hebei’s economic development.In this paper, with the help of former scholars’ study, the economic theories and relative data, and with my hard study of the fact of FDI use in different industries of Hebei province, I will analyze the developing direction of Hebei’s industrial structure, the positive and negative effects of FDI on improving Hebei’s industrial structure. And on the base of the analysis, I will give some useful suggestions on how to solve the problems in using FDI to make FDI better serve the upgrading of Hebei’s industrial structure and the developing of Hebei’s economy.
