With the rapid social progress and economic development, water shortages and the deterioration of water environment in many areas has become a social development constraints. The face of the increasingly serious problem of water resources, optimize the allocation of water resources has important theoretical significance and application value, is an effective means to ensure the sustainable development of the economy and the sustainable use of water resources. Reading a lot of previous research on water resources optimization configuration based on the establishment of optimal allocation model based on the sustainable development of regional water resources, and Yulin City, Shaanxi Province, on the city's water resources optimal configuration case studies. The main contents are as follows: (1) of this article, see a lot of literature on the basis of the proposed background and significance of the optimal allocation of water resources; analysis of the current situation of the domestic and international research, and pointed out that in the current water resources optimal allocation problem and efforts should be made in the future direction; overview of the research content, method and line of research. (2) discusses the basic concepts of the optimal allocation of water resources, the guiding ideology and configuration principles; analyzes the general method for the optimal allocation of water resources; reviewed several major water resource allocation theory and its development direction. (3) based on the theory of sustainable development, the establishment of a multi-objective optimization allocation model of sustainable utilization of regional water resources. Comprehensive benefits of the model to the social, economic, environmental, and other target, by the water available for water sector water demand requirements of regional coordinated development constraints using particle swarm algorithm to solve the allocation model, expanded particle swarm optimization algorithm areas of research and application range. (4) on the basis of the above research, select, Yulin City, Shaanxi Province, for the object of the study of water resources rational allocation analysis. Analysis to determine the parameters of the model based on the sustainable development of regional water resources optimal allocation model. Solving, 2020 two years 50%, 75%, 95% three guaranteed rate under conditions optimized configuration results. Analysis of the results, and on this basis put forward countermeasures and suggestions for the city rational development and utilization of water resources. Proven, this model is reasonable, feasible and effective algorithms. (5) Conclusion and outlook. A summary of the main results of the paper, will need further in-depth study of the analysis.
