Abstract


Survey of the Development of World economic,an optimizing economic structure have the huge promotion to the economic.Since the market of basic regulatory role is limited, in order to pass the upgrading of the industrial structure to further promote the stable growth of economic health in the course of economic development, countries are common with formulating and implementing national actual conditions in industrial policy. But with economic conditions changing, worldwide industrial structure and the corresponding has made a huge difference, produce results would cause the government to various industrial policy for the appropriate adjustments. In this process, as the industrial policy of the most direct influence on fiscal policy, always all aspects of economic field play an important role.A Choice of reasonable, appropriate fiscal policy, the optimization and upgrading of industrial structure plays the twice the results with half the effort. Therefore, study actively fiscal policy and industrial structure adjustment, analyzes the relationship between the structural adjustment of the effect of various policy promote industrial structure adjustment, summarizes the historical experiences and lessons, according to the actual situation of regional economic reform and perfect the financial policies, to promote the upgrading of the industrial structure, economic sustainable development has a very important practical significance.The main content of this article from the research background, this paper collected and studied system than economists about industrial structure and industrial policies, the theoretical results. By using the economic principle, and using relevant statistics knowledge, and the actual situation in Yunnan are discussed, and according to the results of this study summarized on industrial structure adjustment of Yunnan Province relevant finance policy deficiency. For future policy formulation pointed out that new ideas and provides some feasible Suggestions, with strong practical significance. In sorting, according to the related literature logic of when mainline below: Concept of industrial structure→The industrial structure formation and changes of the objective law and trends→Adjust the industrial structure reason analysis→Adjustment method, means and purpose are introduced→Lead the regulatory role of government→Analyzing the government role in the industrial structure adjustment→Attributed to finance, analyzing the function finance.In the research methods, this paper adopts the use of combination of theoretical and empirical way, from two aspects of yunnan fiscal policy and industrial structure adjustment relationship is studied.First from a theoretical perspective, aspect elucidation fiscal policy on industrial structure adjustment mechanism of action, namely the specific application of fiscal expenditure, tax, investment and financing of the three policies influence each industry market; On the other hand also describes the industrial structure optimization of finance may produce after the backlash.Meanwhile, introduces the industrial structure optimization about standard of measure, also use a few quantifiable indicators, set up the index system of the industrial structure optimization. In Yunnan province in fiscal policy and industrial structure, the empirical analysis of the relationship between the establishment of measurement model, draw over the fiscal expenditure, tax policy on the effects of the adjustment of industrial structure. At last, analyzed the Yunnan industrial structure adjustment fiscal policy present situation, and according to the results of analysis and policy suggestions.Perspectives on this field of research, mostly stay in a theoretical level, the innovation of this paper place lies in using the real data analysis, finally ,make out the conclusion. With the fact that the basic situation of Yunnan province, research achievements obtained to Yunnan related departments to adjust the industrial structure provided some valuable Suggestions.
