Abstract


Implementation of village self-government for 20 years since the reform and opening up, greatly accelerated the pace of political and economic reform in rural China, rural landscape is also a new look; associated with the implementation of the autonomy of the villagers, farmers continue to raise concern about the affairs of the village and village governance, participation in the grassroots democracy wish soaring, how to gradually improve and perfect the mechanism of villager autonomy meet farmers growing needs of political democracy, and promote the pace of building new countryside, the current theoretical workers is an important and urgent task. The systematic approach of this paper, the use of the actual research method and theory, from strengthening the party leadership point of view of the village self-government sort out and analyze the process of villager autonomy, and propose ways and means to solve the problems of the current focus. The paper is divided into five parts: the first part is the introduction to clarify the purpose of the study, the significance and the major research methods; second part discusses the basic theory of the villagers' autonomy on the relationship between the villagers autonomy and new rural construction, argumentation development and perfect the necessity and importance of the autonomy of the villagers; third part of a comprehensive, true, the system scans the villagers 'autonomy to run the social focus of the problem facing the rural areas, mining combing focus of deep-seated fundamental reason, efforts to sort out the villagers' autonomy and the relationship between the social practice; fourth part is the core part of the article is proposed and demonstrated in detail under the premise of \Commission oversight, \part, summarized and emphasized the importance of of villager autonomy of the new rural construction, and pointed out the bright prospects of the development of villagers' autonomy. The villagers' self-government as an innovation of the rural social management system, is a major change in the history of the development of China's social system.
