Abstract


2007 China 's consumer price index ( CPI ) rose 4.8% , which rose as high as 6.5% in November , reaching the highest point of the CPI increase over the past decade , breaking years of China 's macro-economic \growth pattern . Round of price increases for many reasons , both direct cause , there are deep incentives . But results in 2007, driven by rising prices of essential goods by the residents of the CPI enhance a direct impact on the daily lives of the majority of the population , especially in urban low-income groups , their standard of living is showing a downward trend . Therefore , the regional civil affairs department timely adjustment of the minimum living standard , but I found through the analysis , in most parts of the urban minimum living standard adjustment is less than the inflation rate , \the growth rate is lower than the CPI increase , the same time , the region's urban minimum living standard there is generally low , and too large regional differences , the author has given recommendations: to promote and improve the government's emergency rescue mechanism ; develop diversified and classified the implementation of the minimum living standard ; cash subsidies and food subsidies combined .
