Abstract


With the advance of the urbanization and modernization construction in China, there are more and more Involuntary migrations.Some relate Policy system have been built up,but migration incidents and problems are still aculeated and outstanding,which has seriously affected the building of a harmonious society. The main causes of this phenomenon in our country is the a result of today’s public decision-making, when the legitimate and reasonable interests and national interests of the individual and collective interests conflict, as the interests of the Involuntary migration in the absence of legal protection and proper channels of complaint cases, Involuntary migration had to take a number of non-conventional means to express their will, some migration even took the violent form.Facts have proved that the public participation can be an effective solution in solving conflicts between the legitimate interests of Involuntary migration and public interests during the today’s social transformation period of China.Theory of public participation is a result of China’s late development, in addition to the community by traditional long-term effects of administration, as well as traditional concepts of personal interests should be subordinated to national interests and collective interests, the need to learn from China’s public participation in the advanced foreign experience and practices. There are a lot of articles on public participation.Based on the ethics and public management, this article analyses the perspectives of when our legitimate national interests and individual interests, collective interests having conflicts.Public participation can be a good solution to the conflicts.It can be a unique perspective.
