Abstract


Old age risk is a practical issue that everyone has to face. The importance of old-age security as a social security policy to withstand old-age risk is evident. Due to the dual economic structure, China’s economic development was severely interfered. As a result, the development of old-age security for rural areas is far behind that of the urban regions. In 2003, the central government proposed to integrate the development of urban and rural China. Integration of old-age security, representing one of the crucial components of such proposal, is an important step to drive social equality. The city of Chengdu, as the main force for the development of western region, started to explore the potential approaches to integrate the old-age security for urban and rural areas and have obtained valuable experiences.This article summarized the current status of research on China’s old-age security policy using Document Summarization Method, reviewed the history of the old-age security development and compared the present endowment insurance structure of urban and rural China. Through case studying using Chengdu’s actual experience, this article put forward the policy proposals about integration of urban and rural old-age security system with a view to an early realization of China’s urban-rural integration target old-age security system to provide some reference value.There are four chapters on integration of old-age security。Chapter one is introduction. This chapter starts by explaining the background and implication of this study. It further summarizes related findings based on domestic and foreign researches. Last it describes the study methods and train of thoughts. Chapter two is related concepts and theoretical foundation. This chapter defines the meaning of social insurance, old-age security as well as the integration of urban and rural areas. It also explains in great detail the Equity Theory, "Dual Economic" Theory and "Dual Economic in geography" Theory. Chapter three is target analysis. Through reviewing old-age security development history, comparing current status of endowment insurance, the article outlines the three challenges we currently face, which are migrant worker, land-lost peasants, and peasants. It also summarizes the principle of integration of old-age security. Lastly, it establishs the target of integration of old-age security and make a feasibility analysis for it. Chapter four is conclusion. This chapter first outlines the framework of Chengdu’s current old-age security and summarizes the innovative policy and implementation process since 2003. It then evaluates the success of current practice and induces relevant lessons. Finally, based on the Chengdu-based urban and rural old-age security system, this chapter propose the policy proposals.
