Abstract


The international community 's nuclear activities is now in operation in accordance with certain specifications and the formation of a stable and orderly condition. This state can be called \International nuclear order, the formation and development mainly through the U.S. monopoly period, proliferation of nuclear technology and nuclear non-proliferation during the period of three historical stages .
