Abstract


Budget management is one of the core content of corporate management , from the beginning of the program , the coordination function , development to today's financial control , evaluation, incentives and functions as one of an integrated management mechanism , are gradually perfecting . Control and incentives are the two main functions of budget management , together play a role in order to better serve the corporate budget management . Currently, the traditional budget incentives based on directly linked to the performance evaluation and budget targets , leading to large budget relaxation phenomenon exist , it is difficult to realize the rational allocation of corporate resources , unable to fully mobilize the enthusiasm of the staff . The current traditional budget management incentive mode facing the combined foreign beyond the budget for the implementation of successful experience , to entrust agency theory , incentive theory , life- cycle theory , etc. as a theoretical basis , use benchmarking to balance integral card and other advanced management accounting tool , jointly determine the credit method to improve , trying to create a both a good service in the budget management of modern enterprises , but also overcome the traditional budget incentive mechanism defects incentives with Chinese characteristics , that is, beyond the budget under the concept of incentives. The incentive is not a total negation of the traditional budget incentives , but the use of incentives beyond the budget of the concept of the traditional budget improved to make it more applicability , better to avoid inaccurate budget targets , frequent budget relaxation phenomenon lack of budget control , budget formality . The contribution of this paper is that the incentives were designed to adapt the model based on the life cycle characteristics , lateral and longitudinal validation and model specific case of enterprises with R .
