Abstract


College and university old-age insurance system is a part of China’s social security system. As a result of planned economy, it played a positive role in maintaining retirees’living standards and improving school construction and development. However, with the development of economy and the appearance of aging, this system is becoming more and more incompatible with college development. Therefore, it is time to reform the existing pension system and establish a new old-age insurance system conforming to the social-economic development.This paper analyzes the existing problems in the college old-age insurance system based on the study of the H university’s old-age insurance system. Through case study and comparative analysis, and the combination of empirical research and theoretical study, this paper puts forward some proposals on how to establish and improve college and university old-age insurance system. This study has a certain theoretical significance and practical guiding significance.This paper describes the background and significance of the research, and defines old-age insurance, pension replacement rate, etc. The paper analyses the history and current situation of the university old-age insurance system. Through a case study, it attempts to find the strengths and shortcomings of the existing system and draw on the experience and lessons of old-age insurance system reform of China’s enterprises so as to provide a theoretical reference in establishing and improving the college pension system. Furthermore, in the process of establishing and improving college old-age insurance system, it is necessary to reflect the social equity and efficiency and to pay more attention to the special nature of universities. The special nature of the system should be maintained in the process of the smooth transition from the old system to a new one, and of the establishment of an effective regulatory mechanism so as to achieve the goal of a healthy development of the college old-age insurance system to pave the way for a healthy development of colleges and universities.
