Abstract


The influence of the power industry is a very large, extremely complex technical and economic characteristics, government regulation of the content is very rich infrastructure industries. Electricity industry regulation and competition issues are a hot research field of industrial economics, but also the focus of China's power system, which is regulated electricity tariff regulation is important and difficult. Over the years, the power industry four areas: power generation, transmission, distribution and sale of electricity is vertically integrated operation, the electric power industry as a whole is considered to be a strong basis for natural monopoly industries, and thus subject to strict government regulation. Science, Technology and Research Network makes the development of economic theory \Since the 80s of last century, many countries have begun to implement the electricity industry deregulation, the subject is in the power industry, the introduction of market mechanism, through competition, privatization and pricing mechanisms for resource allocation and optimization, to improve the efficiency of resource allocation and power internal production efficiency. Main ways are: will not belong to the natural monopoly nature of hair, sale of electricity links and a natural monopoly nature of the transmission and distribution segments of split; link the introduction of competition in the sale of electricity; pair of transmission and distribution sectors is introduced incentive regulation, the implementation of Regulation redevelopment. In this paper, the power industry at home and abroad on the basis regulation, combined with industrial economics, regulatory economics, mathematical economics, quantitative analysis methods, theoretical knowledge and empirical methods, a detailed study of the transmission and distribution aspects of economic efficiency and incentive price regulatory and other issues. The first article of the transmission and distribution areas of the characteristics of the field of discourse, to determine its natural monopoly, and this as part of the government regulation of transmission and distribution basis; went on to develop the theory of regulation have been described as the theoretical foundation. Then, mainly introduces the various existing price regulation model, and analyzed and compared, combined with domestic and international experience and the advantages and disadvantages of various modes proposed for the transmission and distribution pattern of the selected reference. Next, the first electricity regulatory reform on China's changes and achievements made a brief introduction, and then introduced the transmission and distribution aspects of the status quo and existing problems raised, while applying quantitative analysis method from an empirical point of view that the current return on investment regulation mechanism, transmission and distribution aspects of reality. Finally, based on our transmission and distribution aspects of the current situation and existing problems, combined with domestic and international experience and various pros and cons of price regulation model was constructed for China's power transmission and distribution aspects of the incentive regulation model, and the introduction of performance-bar theory, the use of data envelopment analysis methods measure the relative performance of the transmission and distribution companies to determine the model of the X factor, transmission and distribution sectors to solve the problem of asymmetric information, the proposed model has both theoretical significance also has practical significance.
