Abstract


In this new age, the impact of rural labor emigration on the construction of new socialist countryside, on coordinated development of city and countryside, on development stage of urbanization and industrialization, on livelihood of peasants of second generation and new generation, draws attention from government and social scholars. Labor from rural areas, as a disadvantaged group, is the responsibility of our government. On the basis of relevant study on rural labor migration,this paper, taking the impact of labor migration in the background of financial crisis as a breakthrough point, systematically researches government responsibilities on rural labor migratio and offers some policy suggestions. This paper consists of five chapters.Chapter 1:introductory. This part mainly focused on the illustration on significance of rural labor migration, the concept of rural labor migration and government responsibility; and current research status of rural labor transfer at home and abroad.Chapter 2:the negative impact on rural labor migration, its dilemma in the background of financial crisis. Firstly, the negative impact on rural labor migration in the background of financial crisis; secondly, the dilemma of rural labor migration in our country.Chapter 3:the necessity and the current status for government to shoulder responsibilities in rural labor migration On one hand, this part discusses the necessity for governments to shoulder responsibilities in rural labor migration; on the other hand, this part analyzes the current status in rural labor migration from the point of government responsibilities.Chapter 4:analysis on government responsibilities flaw in rural labor migration. This section main illustrate responsibilities of government in 5 aspects such as unclearness in role identification, lack of financial support, etc.Chapter 5:Strength policy suggestions on government responsibilities in rural labor migration. On the basis of the foregoing four parts, this section offers some policy suggestions for improvements on government responsibility in rural labor migration from five aspects.
