Abstract


The electric power supervisory refers to the environment of market economy, in order to promote the electricity market operation and the benign guarantee market fair competition, by the power of regulatory body under the legal framework of electric power, the main economic activities in implementing the administrative intervention directly or indirectly, by this definition can see power supervision including subject, object, content and goals. Regulatory entity is through the state authorized exercise regulatory powers the executive branch; Supervision of power industry is the object is the market main body; The main content of supervision is economy and social supervision; The goal is to promote competition supervision, safeguard fair. The electric power supervisory also has its own characteristics, main for: administrative, mandatory, independence, standardization, systematization.To make a study of my power supervision system must understand China’s electricity regulatory system status, current electric power supervisory system, and the electricity law by the state electricity regulatory ordinance and electricity in the supervisor will constitute the regulations promulgated. The current electricity regulatory system basically has the following: one is the electric power market admittance system; Second is the electric power market competition system; Three is grid system; Four is electricity system. Although China has established the electric power supervisory system, but our country electric power supervisory system has many problems, mainly in the following aspects: the electricity law not stipulated in the relevant system; electric power supervisory The electric power supervisory supporting measures are not perfect; The electric power supervisory duties, existing in the responsibilities of unknown disconnect; Supervision of inadequate disclosure of information; No form to regulators, supervision and restraint mechanism.The western developed countries are perfect in the electric power supervisory system, it is worth reference. Mainly displays in supervision system has a perfect legislation as a support; Regulators are relatively independent; A sound supervision and restriction mechanism. Our country according to specific circumstances into the system.This paper aiming at the electric power supervisory system problems and puts forward the following measures to solve: one is to modify the electricity law, and the China power reform in order to meet; Secondly, to perfect the electric power supervisory complementary measures; Three is to establish regulatory independence; The fourth is to establish the electric power supervisory supervision and control mechanisms to prevent its power abuse.
