In order to ascertain the source and experience of sustainable development of tobacco leaf industry in Ningxiang, so that preferably stabilize the other better economics tobacco planting areas and improve Ningxiang tobacco leaf work in future, the reason that Ningxiang maintained development of tobacco leaf industry in scale was thought about in this article, and local modern tobacco agriculture was studied as well, which was the safeguard measure of sustainable development of Ningxiang tobacco leaf industry. This article comprised six chapters. Chapter 1 firstly told about the connotation feature of agricultural sustainable development and the recent developments of research about sustainable development of tobacco leaf industry, and then modern tobacco agriculture was introduced as important points. Chapter 2 analyzed the social and economic, farming development situation, and tobacco leaf industry status in Ningxiang, said that, tobacco leaf industry had been a new developing industry in Ningxiang, and it had contributed to the development of Ningxiang rural areas and other related industries. Chapter 3 explained the main reason for development of Ningxiang tobacco leaf industry in scale in the long term, thought that the cropping pattern has been an ideal candidate to get long-term higher benefits of scale for Ningxiang farmers, and then demonstrated this point from the view of purchasing system safeguard, annual comprehensive comparative effectiveness and ecological benefit respectively. Furthermore, the deficiencies of this cropping pattern, about idledaysinwinter season utilization, soil organic matter mineralizing, late rice straws utilization, and connection of crops for rotation were also presented, and put forward concrete optimizing suggestion. Chapter 4 pointed out that, carrying exploration about modern tobacco agriculture could help Ningxiang solve some problems still face in the development of tobacco leaf industry, and showed that this kind of exploration was essential for sustainable development of Ningxiang tobacco leaf industry in the form of introducing the progress of Ningxiang modern tobacco agriculture construction from the view of Flue-cured tobacco workshop construction, tobacco leaf producing ways transformation, and service-type cooperative construction. Chapter 5 and Chapter 6, studied Flue-cured tobacco workshop operating management style and Flue-cured tobacco production professional service respectively, which were both the areas Ningxiang modern tobacco agriculture had focused much attention. By comparing and analyzing three operating ways of industrial seed culture about flue-cured tobacco, concluded that the form of industrial seed culture from professional group or single specialist run relatively well, and it would be appropriate in Ningxiang area. Then three noteworthy problems during the large-scale promotion of industrial seed culture were discussed, and the corresponding solutions were proposed as well, such as strengthening comprehensive utilization study on seedling workshop, implementing the separation of property rights about workshop facilities, and strengthening training about the apparatus skills. By systematically analyzing the superiority, operating management pattern, feasibility, and cost-effectiveness of comprehensive utilization, sum up three point of successful experience, and put forward corresponding optimizing suggestion based on its deficiency in market-based operation ability, professional skill, and supporting service system. By analyzing industrial tobacco curing in Ningxiang, thought that higher labor price, obvious differences in production level, vacant checking mechanism and imperfect service mode should be the noteworthy problems during the promotion of industrial tobacco curing locally. And then the corresponding solutions were put forward, such as solving labor problem relying on cooperative, performing farming operation uniformly, and strictly implementing assession. During the study about Flue-cured tobacco production professional service in Ningxiang, firstly pointed out the necessity of implementing production professional service and a few essentials in the practice, and then analyzed production professional service from the view of operation mechanism and operation effect, and serve to show the feasibility of implementing production professional service in Ningxiang area. Finally, put forward corresponding improvement measures on basis of the weaknesses in service organizations capital, service scope and service personnel quality.
