Abstract


Drastic changes in climate and the deterioration of the living environment of mankind gave birth to the concept of low-carbon economy . Reducing greenhouse gas emissions by the scientific consensus into practical action , the global transition to a low-carbon economy is an inevitable trend . Low-carbon economy and ecological civilization corresponding to a new model of economic development is to build a resource-saving , environment-friendly society , the inevitable choice to achieve sustainable development . Low-carbon economy is the core of technological innovation and institutional innovation . Low-carbon economy in China is still in its infancy , is a new thing , its a lack of understanding of the law of development . The development of low-carbon economy , not only to consider the economic benefits , but also consider the social and ecological benefits , and thus additional cost . Therefore, the Government must play policy guidance and incentives . Relevant departments in the development of low-carbon economic policy , the guiding principles must be followed in order to reduce costs and improve efficiency . The purpose of the paper are: policy innovation of low-carbon economy should follow a few basic principles are discussed from the point of view of the scientific concept of development , and policy recommendations based on the development of low-carbon economy . The main contents are : ( 1 ) describes the background of the thesis and research status , pointed out the urgency and significance of low-carbon economy policy innovation for the development of low-carbon economy ; ② low-carbon economy and low-carbon economy policy innovations in science connotation described , indicating the inevitability of mankind towards a low carbon economy ; ( 3 ) with reference to the lessons learned from the development of low-carbon economy at home and abroad , and in accordance with the requirements of the scientific concept of development , the three basic principles of China 's low-carbon economy policy innovation : the principle of sustainable development , ecological principles , integrated, principle of coordinated development . Discusses the inevitability of these principles and basic connotation ; ( 4 ) to clarify the dialectical relationship between the three basic principles , and illustrates the significance of these principles in real life ; the ⑤ based on three basic principles of China's development of low-carbon economy some policy recommendations.
