As the primary productive forces, technology has infiltrated every aspect of human life. The industrialization promotes the development of human society. It not only changes the human mode of production, improves people’s living standards, but also makes the economy to develop at an unprecedented rate. As a province of technology and education, Shaanxi province has a problem that the economic and the technology development do not match each other. How much could the science and technology contribute to the economy is becoming both a question about the economy and on policy. So this subject has an important theoretical and practical significance.Based on the systematic review of the domestic and foreign research status about the contribution of the scientific and technological progress to the economy, this paper summarizes the main theories and economic models about the relationship between the scientific& technological progress and the economy, and makes a quantitative analysis of Shaanxi province. The main results obtained are as follows:1. The assumptions are used to the case of constant returns to scale, this paper uses the Cobb-Douglas production function of Solow residual method, calculates by the linear regression method, and selects the fixed capital formation deposit that calculated under the geometric efficiency decreases mode as the capital indicators, the number of workers as the labor indicators, which are the calculation methods and indicators portfolio that contribution rate of scientific and technological progress to the economics, carried out theoretical and empirical analysis on contribution of scientific and technological progress to economic growth in Shaanxi Province. The outcome of the scientific& technological progress contribution of economic growth in Shaanxi province during the ninth five-year period, the tenth five-year period and the first three years of the eleventh five-year period are 20.45%, 8.85% and 10.98%.2. By the same method, the scientific& technological progress contribution of economic growth in the western region of the country and the whole country are estimated, and the results are compared and analyzed. By comparison with the scientific& technological progress contribution of economic growth in Shaanxi Province, in the western region and in the whole country, the paper finds out that the scientific& technological progress contribution of economic growth is lower than the contribution in the western region and the whole country. According to the situation of our country and the realistic background of Shaanxi Province, this paper also explains why it happens.3. Make suggestions to promote the scientific& technological progress contribution of economic growth in Shaanxi Province and to improve the economic development of Shaanxi Province.①
