Abstract


Food to safety first , food security relations with the public health, related to economic development and social stability, and to the government and the country 's image. Food safety has become a measure of the quality of life , social management level and the national legal system is an important aspect . China's current food safety accidents, all kinds of unsafe foods often found in newspapers . Therefore, searching for China's food safety regulatory problems , and improve the food safety regulatory system , is particularly important. This paper first describes the food security, China's current food safety supervision model and from the national to the public on food safety concerns . Second, from the perspective of food safety chain to analyze China's food safety problems , one soil pollution , and second, aquaculture production companies illegally added toxic substances, three categories of food poisoning to public health emergencies . From the analysis of the problem of food safety supervision system of the main problems , one behind the food safety regulatory system , the second is responsible for monitoring food safety systems are imperfect , three food safety information is not smooth . Secondly , drawing on 2010 Shanghai World Expo food safety regulatory experience , one regulatory mechanism to determine full supervision of the food supply chain , the second is institutional use centralized coordination of government regulation and the third is to strengthen the food safety information on the population propaganda . Finally improve our food safety regulatory system of measures to improve institutional mechanisms premise of strengthening local food safety legislation , the establishment of local food safety committee ; the regulatory model, the process of changing the original results than the regulatory approach , the pilot key food throughout supervision , increase the source of supervision on the part of regulatory authorities in the whole process of supervision ; regulate food safety regulation and law enforcement , strengthen governance dereliction of duty . Establishment of food safety information platform to create enterprise food safety credit system , and improving food safety integrity ; encourage public and third-party organizations involved in food safety supervision .
