Abstract


China has yet to implement the separation of prescribing and dispensing policy like the United States and Europe , so overly fierce competition between pharmaceutical companies makes China 's pharmaceutical companies to form a number of small - scale features . And hospitals in the process of drug procurement from these fragmented, distributed and heterogeneous scale pharmaceutical companies and there are many problems of circulation , high transaction costs , anthropogenic interference with the multi- serious commercial bribery , making the hospital drug purchase prices were too high , which led to an extremely serious social problem : medical treatment is difficult and expensive medication . In order to solve this serious problem , from 2000 , began to launch a nationwide drug bidding and purchasing ( the centralist tender for drug purchase , CTFDP ) work, bidding and purchasing drugs introduced as a third-party bidding procurement website achieve a combination of computer and information technology , with Chinese-style drugs centralized procurement bidding . Implementation effect from the past decade , we can find drugs electronic centralized bidding to make \Reason , we can see that the implementation of centralized bidding and procurement of drugs electronic still exists in the following three issues : First, there are some defects is the electronic centralized bidding system processes ; followed by the institutional setting and regulatory enforcement , there is not reasonable place. This thesis is to use mathematical modeling, system analysis , expert investigation method introduced domestic centralized bidding process system based on defects in the focus of bidding system and may cause circulation corruption problems , and , respectively, from a technical level and policy-level theoretical proposal medicine bidding mode , in order to solve the centralized bidding procurement system may lead to human involvement and pharmaceutical corruption .
