Abstract


Shanxi, Hebei, Shandong and Henan base area, located in north China .It was the biggest base in north China Anti-Japanese War; the base of natural areas approximately 60 square kilometers, the large population, the abundant natural resources, these products was rich. From the outbreak of the anti-Japanese war to the establishment of the government of the base area. To ensure the food supply of the armies and social organization, the base government adopted various means to collect foods ,such as“campaign area”reasonable tax ,national government and local governments’provision and financial supports, confiscating traitors‘property, popular contribution and the dispatch the eighth army headquarters, these safeguards accelerated base government to pass the beginning of war’s food intensity .During the Anti-Japanese War, Due to the Japanese and illegitimate armies looted, natural disasters, with the expanding military armies and drought people refugees entrance. The food of the base produced crisis, how to ensure food security, as the base of the problems facing the government.Facing the serious food crisis, the government has taken effective measures to protect the food of base area, such as reinforce food production; resolute food struggle; Expanding the scope of grain collection, established the burden of reasonable policy system, aiming at staffs’enhancing, the government adopted the policy of precise reduction measure, Making the inside and outside of the internal food collaborate supplies, And adopting production and save movement.The effective measures to ensure the civilian organizations food supplies, at the same time, stringed The unity of the internal people and the enemy-occupied areas people; Established democratic governments in rural grassroots; In thought, the people of border area set up inside the democratic and national consciousness, reinforce women’s social statues. Building solid foundation for the victory of the Anti-Japanese War and the liberation war. Anyhow, effective food security works were the victory of defeating the Japanese’plunder and overcoming serious natural disasters; especially the food security works built economic foundation for the victory of Anti-Japanese War.
