Qingdao has 870 km of coastline , the sea areas under the jurisdiction of an area of 13,800 square kilometers , is an important economic center of China's eastern coastal city , a coastal tourist city and port trade city , is famous Ocean City for Science and Technology , the rich marine resources , geographic conditions well , the obvious advantages of marine science and technology . As the waters increased intensity of use , the depth of the development has brought new problems , mainly the three major issues , the environment, resources and management . Different industries , different units in the process of development and utilization of the waters , only to focus on the industry , the interests of the sector , the lack of a unified and coordinated and integrated management . These are directly or indirectly affect the rational development and utilization of marine resources and the protection of the marine environment to improve .
