Abstract


Combining qualitative and quantitive analysis, this thesis on partisan impact upon US Congress energy legislation reaches to two main conclusions: the issue of US Congress energy legislation is ever changing as greater evident partisan influence embodies; House and its energy related committees played important role in energy legislation from partisan perspective. This thesis has three News. The US Congress Energy Legislation Database built exclusively for this thesis is a new material for US Congress Energy Legislation research. The quantitive skill this thesis employed is a new approach for US Congress research. The points this thesis made as The Democrats were relatively more producive but less initiative than the Republicans on Energy Legislation Issue, The partisanship of HCEC members was evident but no radical were new viewpoints in US Congress Energy Legislation research.
