Abstract


Will serve as a major strategic decision for the the specification space development order to optimize the spatial structure and promote the coordinated development of regional countries is clearly stated in the \The main functional area planning is an important basis for improving the performance evaluation of the regional government , and government performance evaluation is to guide , constraints , an important means of regulation of the main functional areas development , the two complement each other . On this basis , in accordance with the positioning of the main function of the different regions , the implementation of the different emphases government performance evaluation as this article content . In this thesis, the content and results of the work include : ( 1 ) according to the level of development of each region , the conditions for the development of other limiting factor in the overall consideration of China's future population distribution , economic layout , land use pattern of urbanization , clearly the function of the different regions of the positioning based on the combination regional functional and positioning , respectively, for the optimization of the development zones, key development , restricted development zones and prohibited development zones four categories of the main functional areas , consistent with the main function of positioning and development direction government performance evaluation index system . (2) the entropy method to determine the weight of Government Performance Evaluation based on the establishment of the main functional areas of local government performance evaluation model based on gray relational analysis . Classification based on the differences between the different main functional areas , assessment , classification and evaluation , and effective implementation of the Government Performance Management . Data sources within the prefecture-level city in Shaanxi Province Statistical Bulletin , an empirical analysis of the main functional areas of Shaanxi Province within the prefecture-level Government Performance 2007 the comprehensive performance calculated over the level of government , both as a validation of the proposed model , is also can be used to improve the work of the government in the Shaanxi Province after one of the reference . Is established based on the main functional areas of government performance evaluation system , and the use of the Government Performance evaluation of entropy value method and Grey system theory functional area planning of regional themes , hope that this research work for government performance assessment kinds of new ideas .
