Abstract


Jiao is a good example of good role models, good public servants of the people, the county party secretary of the cadres. The Jiao spirit is a valuable spiritual wealth of the whole party and the people of all nationalities, is a powerful spiritual force to promote the development of the cause of the party and the country, strengthen the party spirit, a powerful ideological weapon for changing the work style of cadres. The grass-roots government is in a special position in our system of government, and plays a connecting role, it not only reflects the changes of the political system more comprehensive, and epitomizes the interaction of state and society. China's current construction of basic service government although some improvement, but do not make the broad masses of the people satisfied, which requires that the grass-roots government and public servants to Jiao example, the guidance of the Spirit of Jiao efforts to build the satisfaction of the people's basic services oriented government. The main problem of our basic service government construction: service consciousness: because of the influence of government-based, rather too much emphasis on the government's authority, ignoring the interests of the people; sense means to manage the main punishment service functions to be watered down. The functions of the fuzzy: fuzzy functions of the position, resulting in the expansion of the functions of the government, the government to manage the things that they should not control, increased administrative costs and reduce the administrative efficiency. System obsolete: the system can not meet the requirements of a service-oriented government is building, it must reform this backward. Spirit of Jiao consciously do to serve the people, so that the government and its civil servants to carry forward the process of the construction of the basic service government. Spirit of Jiao Lankao of wealth, but also valuable spiritual wealth of the Chinese nation. Its essence is to serve the people. For service-oriented government from its connotation, is the manifestation of the spirit of serving the people in the present era that people-oriented, both in essence is the same strain: the fine style of people-oriented service concept, hard work, and the same powers and responsibilities of the administrative principles ; role is complementary function, because the concept of mutual support, mutual promotion. How to build a basic service government Jiao spirit of probation, is the main problem of the current reform of our government agencies. To highlight the service concept to change the thinking of the past government standard, the official standard, establish consciousness of administration according to law, strengthen the Government's responsibility to consciously respond to the needs of the people, the government and its civil servants. Build basic service government also can not be separated from a high-quality civil service, the improvement of their quality is the basis for civil servants, but also to establish a people-centered awareness, improve the assessment mechanism of the government and its civil servants; accelerate the construction of the public service system, improve public services. In order to implement the spirit of the 17th, by the seventh session of the Second Plenary Session of views on deepening the reform of the administrative system, provides the overall guiding ideology and principle to build a people's satisfaction with the government, the construction of service-oriented government significance.
