Abstract


In modern world, public crisis affairs occur so frequently that the successful management of them has become an important index to evaluate the government administration and is becoming an important issue to be researched and discussed by the government. Being the administrator of public affairs, the provider of public services, the public decision maker, Government takes the most responsibility in public crisis management. Therefore, to establish and perfect the public crisis management system has vital importance in enhancing management of the crisis affairs by the government.The paper discussed the nature and types of public crisis affairs based on the definition of crisis and crisis management. Through the analysis of inducement and harmfulness of public crisis affairs, some deficiencies in the government public crisis management system were illustrated. By comparing and borrowing the advanced experience of foreign governments, the paper had put forward the means and suggestions to improve the administration institution for public crisis that accord with the situation of our country.The paper first introduced different definitions of crisis, public crisis, and public crisis management by foreign and domestic experts, then illustrated the function and character of public crisis and different types of public crisis.Secondly, the paper analyzed the dynamic and static causes of public crisis, the inducement of public crisis affairs from such angles as political system, economic and natural field, culture system and collective management and individual behavior. Also the harmfulness and the influence to the social stableness, people’s life and belongings, and sustainable development of the society was discussed.Thirdly, the public crisis management modes of United States, Japan, Russia, Korea and Germany were introduced, followed were the enlightening guidance to China.Lastly, based on the current policy and the situation of our country, the paper explored the means to perfect the public crisis management system in China and some suggestions were then provided.
