Abstract


Since ancient times, human civilization has suffered the impact of the of varied shapes crisis events . Frequent the various crises , changing the mode of thinking of the people and government of the governance paradigm . New era of economic globalization and political multi-polarization , the survival of digitized cultural diversity pattern background determines the particularity of crisis management , the original crisis response system has been unable to meet the new requirements of the times . Build a new crisis management framework to deal with a wide range of crisis to improve the decision-making capacity of central and local government crisis has become the consensus of the governments . China since the late 1970s , the social structure to enter a comprehensive differentiation and re - integration period . The transformation of government functions , the adjustment of policies and systems , the process of social development a lot of questions , many unstable factors , and lead to a variety of potential and obvious crisis . Crisis management mode and the governments of developed countries , China's government crisis management situation is not optimistic. In the crisis management process , various local governments use administrative means to crisis management , a sense of crisis is relatively backward , the crisis warning level is relatively low , coordination, protection mechanism is not perfect , the crisis in the aftermath of the weak , the lack of education of crisis and exchanges and cooperation . In this paper, case study research in response to the blackout in North America , the London subway bombings , the Tokyo subway sarin gas attack in the typical case of crisis , the operational status of the national local government crisis management and lessons learned . Trying to learn from the successful experience of the Western developed countries, crisis management practices , and based on the reality of China 's national conditions , attention to China 's local government crisis management for the construction of the new era of China 's local government crisis management system to do something modest .
