Abstract


Performance evaluation index system research aim of the present study was designed by the to study college talent evaluation and analysis of domestic and foreign, provincial, and local colleges talents characteristics, building systems, scientific, reasonable, simple, efficient local colleges provincial talents for local colleges human resource efficient configuration and provide reference for management decision-making. Humanities and Social Science includes research projects, results output, personnel training and academic impact of four-level indicators, 13 secondary indicators, the 38 three indicators; natural science class includes research projects, the results output 5 achievements, the scientific and technological personnel training and academic impact level indicators, 16 secondary indicators, 55 three indicators. 2, setting the talents of local colleges provincial performance evaluation index weight. The use of focus group discussion method, set the indicators at the provincial talents in the performance evaluation index system of the two local college of humanities and social sciences and natural sciences weights. The four-level indicators in the humanities and social sciences (research projects, the results of output, personnel training and academic impact) weights the results were 0.278,0.339,0.194,0.189; five-level indicators of the natural sciences (research projects results of outputs, outcomes transformed weights of scientific and technological personnel training, academic impact) results were 0.250,0.294,0.122,0.163,0.170. 3, the establishment of a comprehensive evaluation model for performance evaluation of local colleges provincial talents, empirical results reliability higher. In this study, in building a comprehensive evaluation model, weighted additions and weighted multiplication. The three indicators of the value of the source data using three indicators weight is obtained by multiplying the right to a combination of three indicators; two indicators of the value obtained using part of all three indicators of the value of the sum of the two indicators; an indicator of value The use of multiplying the value of all secondary indicators obtained belong to this level indicators; multiplying an index value obtained final comprehensive evaluation value. The empirical results show that of the 82 provincial-level talents, selected Universities in Shanxi \comprehensive evaluation of innovative talent support scheme \Only selected Universities in Shanxi \4, to establish a database of Universities in Shanxi Province, \The conclusions build the humanities and social sciences and natural sciences, two sets of local colleges provincial talents performance evaluation index system reliability is relatively high, better feasibility; 2, 2004-2008 82 (including humanities 29 social science talent, natural science class talent 53) Universities in Shanxi \performance evaluation index system better reflects the comprehensive scientific evaluation of the capacity and performance-oriented, rather than scientific research performance evaluation. Suggestions to develop and deepen the culture of the local government and the introduction of the support programs of the talents; 2, to further establish and improve local colleges provincial talents performance evaluation system; 3, strengthen the construction of research platform, expanding various forms of co-operation in scientific research; highlight the regional characteristics and advantages of the local colleges and universities to better serve the economic and social construction. Innovation of this study, for the first time to build a provincial talents (humanities and social sciences and natural sciences) performance evaluation index system of local colleges and universities; 2, for the first time established Universities in Shanxi young and middle-aged top creative talents and outstanding young academic leaders (2004-2008) information database. Continue to carry out this study the idea further improve the scientific evaluation elements; 2, to create a dynamic database of Shanxi Colleges by top creative talents of young and middle-aged \evaluation of computer-aided systems.
