Abstract


Provincial governing county financial reform is currently an important area of ??China's financial reform . 1994 tax reform standardized the central and provincial financial distribution relationship, but below the provincial financial allocation for the relationship did not make explicit specification. Below the provincial division of property rights and powers between different parts . Below the provincial fiscal divided into provinces, cities, counties and townships in four finances. With the economic and social development , the city governing county financial system had many problems. County government is not only the lack of appropriate financial resources, while bear excessive powers . County governments to provide public services severely lagged behind demand . Firstly, the main provision of public services to local theoretical study on fiscal decentralization , the existence of local government , public service providers and local government incentive constraints. Followed by an analysis of China's current financial system below the provincial level the basic situation and the outstanding problems , and the need for reform to do the analysis . In comparison and learn from the U.S. , Germany and India where intergovernmental fiscal relations, the paper argues that norms and below the provincial fiscal relations is the basis for economic and social development . Three local finance and the division of powers , revenues are divided and are worthy of transfer payment system for reference. Then paper selected cases in Zhejiang Province , on the provincial governing county financial system for analysis. For a long time to implement provincial governing county , Zhejiang Province , to promote the county's economic development , while improving the county 's financial resources , increasing the provision of public services . Finally, on the provincial governing county financial system reform made ??several comments in the division of power and property rights , government position, the transfer payment system and related supporting reform measures, were analyzed. Meanwhile, the paper also studies the last gaps and related research prospects were further instructions.
