Abstract


From economic history , economic growth and technological development is closely related to technology development is full of innovation . Any innovation on the impact of social , economic , and other almost incalculable . \In this paper compare things scientific and technological innovation capability and innovation efficiency , analyze the reasons for the differences , and to provide recommendations to improve the capacity and efficiency of the eastern and innovation . This paper consists of seven chapters . The first chapter summarizes the research status , major issues and framework of this study ; Chapter II discusses innovation and economic growth theory and organizational theory foundation and its innovative definition , a clear definition of this article Institute innovative concepts ; Chapter primarily use the scientific measurement of the comparative evaluation of technological innovation capability on the eastern and western regions , the results show the eastern region in the technological innovation inputs and outputs ability was significantly better than the western region ; Chapter mainly to the use of data envelopment analysis (DEA) efficiency of technological innovation on the eastern and western regions of static , dynamic Malmquist index calculation , the results showed that the technical efficiency and its innovative contribution to the knowledge output growth of the western region in the process of knowledge production , while eastern region is higher in the efficiency of the outputs of the innovative business outcomes ; Chapter using correlation analysis to explain the differences in eastern and technological innovation ability , the analysis showed that the level of economic development , scientific and technological activities , innovation dependence explain innovation abilities. DEA knowledge production process allocative efficiency of the western region , eastern region configuration more efficient in terms of business results output ; Chapter VI of the existing problems in the process of technological innovation of the eastern and western analysis , and proposed to enhance allocative efficiency by calculating scientific and technological innovation capability and efficiency of the proposal. Chapter VII is the conclusion , the paper argues that the western region should enhance innovation capability by optimizing the mechanism of technological innovation , innovative interactive help to improve the efficiency of the allocation between the eastern and western regions so as to improve the efficiency of innovation .
