Abstract


Since the reform and opening up, along with raising the level of per capita income, accelerating urbanization, and the increasing of urban population, housing construction in China is rapidly developing, also will continue to improve the housing system, the housing accumulation fund system in our country is the urban housing system in the reform and development of the product. Housing accumulation fund system was originally established by mutual financing to solve the problem of low-income families to buy a house in the town, in order to guarantee social equity and maintaining social stability. However, the actual situation is not obvious that the role of the housing accumulation fund system in support of low-income family housing consumption even further widen the income gap of social groups. Shows that the fairness of the housing accumulation fund system does not give enough attention, which will severely restrict the sustained, stable and healthy development of this system. Study based on the above issues, the paper mainly from the following aspects: First, on the basis of the overview of the establishment of the housing accumulation fund system and operational mechanism, to start from the equity theory, in the analysis of the concept of fair housing accumulation fund system, fair given after the concrete manifestation of the problems and causes of the fairness of the defining principles of the housing accumulation fund system, is to protect the basic survival related members of society to achieve their Home Ownership Scheme needs, thereby reducing the social polarization ultimately achieve social harmony. Second, from the point of fairness analysis of the supply and demand of housing accumulation fund system implementation mechanism, drawn fairness supply factors and demand factors affecting the housing accumulation fund system. On this basis, by choosing to affect the fairness of the supply and demand of the provident fund indicators, establish the relationship between supply and demand of housing accumulation fund monitoring model and empirical study of Xi'an as an example, concluded that the fairness of the housing accumulation fund system and housing provident fund supply and demand balanced relationship exists between cross-checked, and that is only to protect the fair housing accumulation fund system in order to realize the housing accumulation fund balance supply and demand, on the contrary, only truly achieve social equity of the housing accumulation fund supply and demand balanced in order to protect the housing accumulation fund system. Finally, through the given suggestions to protect the housing accumulation fund system supply mechanisms and demand mechanism fairness housing accumulation fund system of social equity, and ultimately, the relationship between supply and demand of housing provident fund maintained at a stable equilibrium.
