Abstract


Along with the deeping reform of China and the expansion of market economy, labor mobility between urban and rural areas speeds up, which leads that the original of the vast number of hidden unemployed increased influx of rural surplus labor force of urban workers to form a "tide of peasant workers." The problem of migrant workers covered an array of topics, because of my limit knowledge I can not control such a large topic. Therefore, in the whole issue of migrant workers I select one of the core issues, which is called the issue of arrears of wages for migrant workers to research.This paper first introduces the social background and significance about the wages of migrant workers to solve the problem of arrears, and define the concept of migrant workers, focusing on the study of wages in arrears dynamics of migrant workers at home and abroad. Then facing with the arrears of wages for migrant workers in social phenomena of China, from the five aspects of legal, social, government, construction industry and migrant workers themselves to analysize the reasons for this phenomenon and reveal the harm to society with the phenomenon profoundly from the community and the migrant workers themselves and their families this two aspects. Then I combine with the construction sector in Xi’an the status of arrears of wages for migrant workers, and analysize the wages of migrant workers to resolve outstanding problems of the strengths, weaknesses, opportunities, threats in detail. Lastly, to the status of arrears of wages for migrant workers in Xi’an, from the rule of law, credit institutions, government, migrant workers and so on I suggest a solution of Xi’an owed wages for migrant workers in the construction sector programs.The research of this paper has a high reference value to solve Xi’an wages of migrant workers in the construction sector, and it speed up industrialization and urbanization, building and building a harmonious and stable society has important theoretical and practical significance
